The plans are currently on hold due to a legal challenge.  A local woman, Gerri Milner has lost a judicial review against South Central Strategic Health Authority (SHA) and has now lodged an appeal against the High Court ruling.

The SHA approved the scheme after Southampton City Primary Care Trust asked for it to be introduced in an effort to improve children's dental health.  Article here. However, it is my understanding that this may cause children more harm that good.  Fluorosis is a condition caused by children ingesting too much fluoride.  It is possible that children may experience mild fluorosis following the introduction of the scheme.  The effects vary from white specks on the teeth to them being stained brown or the extreme cases of the teeth becoming mottled and cracked.
So, it is still safe to brush twice a day?  I leave you to decide.
