Do the proposed ATOL reforms go far enough?

I was interested to read of's summary of the key areas that remain unprotected under the current proposals:

- Bookings direct with airlines
- DIY holidays
- Trips within the UK and
- Holidays that do not include a flight element

There is a difficult balancing act here for the government.  It wants to bring in reform quickly and effectively where it can.  But at the same time, it shys away from the regulatory overhaul the travel industry needs to properly extend consumer protection, both in the event of insolvency and to other areas, such as liability for poor performance of the holiday contract. As we all prepare for the summer holiday season, it remains to be seen whether the holiday protection landscape will have changed in any way, if at all, by the time the sun rises on next year's peak booking period.
