The crisis in Libya is a good example. For example, there were around 6,000 EU citizens in Libya when the crisis erupted, but only eight EU States had representations there.
Only in the United States, China and Russia do all 27 EU countries have diplomatic representation. You can therefore request assistance from another EU country's embassy or consulate if Great Britain is not represented in that country. This right applies to emergency situations such as a stolen passport or a serious accident or illness, arrest or detention.
To increase awareness of this right, all new passports in the EU will have information on consular protection printed along with the address of the EU's dedicated website providing details on where you can find help during your holidays outside the EU.
20 EU countries are doing this already or have confirmed that they will do so for all newly issued passports (Austria, Belgium, Bulgaria, Cyprus, France, Germany, Greece, Hungary, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Romania, Slovenia, Sweden, Spain, the United Kingdom).
