The idea was that all Trusts and PCTs in the NHS would sign up to the scheme which would provide seamless 'e-records' for all patients.  If admitted to A&E anywhere in the country for example; staff would have immediate access to all the patient's medical records, from both primary and secondary care, to enable them to treat them effectively and without delay with all relevant information to hand.

Unfortunately to date, this ideal is far from becoming a reality. £2.7bn has been spent so far and the Public Accounts Committee has identified mounting problems with the e-records system making the £7bn project "unworkable".  Many GP practices and some NHS Trust have opted out of the scheme and MPs are suggesting that the project be halted and the remaining budget used to fund an alternative system.
