There are concerns that despite the huge cost of keeping a child in such a home (about £200,000) some children are not being protected. The Times had reported on the case of a 15 year old girl from Essex, who had been targeted by abusers whilst she was resident in a care home in Rochdale.

The majority of children nowadays are placed in foster care. There was a huge shift away from children's home in the 1970's towards foster care, mainly because foster care was a cheaper way of looking after children. The legacy of the old children's homes is a sad one, with many children reporting the most appalling abuse in institutions that were little better than social dustbins. There is far less in the way of reports of abuse in foster care, but many children still experience frequent moves from one family to another, which can be very damaging.
