A complaint was made in June 2009 about children being locked in the room, which had no natural light or ventilation.

The effective imprisonment of children can only be carried out in very specific circumstances. Secure Accommodation Centres do have this power, but they are reserved for the most disturbed children. Certain psychiatric hospitals may also have the power under the Mental Health Act 1983 to take away a child's liberty. It is unclear whether a Pupil Referral Unit can actually lock up a child, and consequently this action may have been unlawful, giving the children concerned a right to claim damages.
