Several drivers, who have no insurance, are being stopped by the Police every day. Insurance premiums are high for young drivers which seems to be one of the main causes why there are so many younger uninsured drivers.

I appreciate that on average younger drivers have more accidents which causes insurance premiums to rise in any event, but by making the premiums so high does this not add to the problem? Should the insurance companies be finding a way to lower the premiums to an affordable sum to encourage more young drivers to take out insurance?
