The idea is that the licence would be like a 'smartcard' which would be shown when buying cigarettes.   The smartcard, he suggests, could also allow government to limit how many cigarettes a smoker could buy.

Professor Chapman cites the terrible statistics that prolonged use of tobacco causes the death of about half its users with a billion people this century predicted to die from tobacco caused disease.

I think that this is unlikely to find much support in the UK, particularly given its unattractive "big brother" approach, but given that around 100,000 people die each year in the UK as a result of tobacco related diseases, it is a welcome entrant to the debate.
