It ensures holidaymakers receive a refund of any monies paid or are able to get back home with an alternative airline.  Changes to the ATOL scheme earlier this year saw the creation of a new category of flight plus holidays which it is hoped millions of additional holidaymakers will benefit from each year.  A standard certificate was also introduced to make it clearer when you had booked an ATOL protected holiday.

Additional travel services, such as a hotel or car hire, purchased from an airline at the same time as a flight are not covered by the ATOL scheme. When the government consulted on the ATOL reforms it made clear that introducing additional protection to consumers for so-called "click-through" sales would require primary legislation.  It seems that could become a reality when the Civil Aviation Bill is passed next year.
