The University of Exeter study says that such injuries can lead the brain to 'misfire' affecting judgement and the ability to control impulses. This apparently is mirrored by a similar report by the Children's Commissioner for England.It mostly affects children or young adults who have fallen over or play sport as well as fights and road traffic accidents because they still have maturing brains.

I found this from an article written by the BBC which also states that a survey carried out on 200 male prisoners that 60% claimed to have suffered a head injury.If this is the case, whilst they may know their right from wrongs, with a head injury they may not understand the consequences of their actions but with the right treatment and management of a known brain injury perhaps these statistics could be dramatically reduced.
