Personally I favour the proposals. I feel that as well as having the advantage of facilitating the return of lost and stray dogs to their owners, it will also help to ensure that owners responsible for the actions of their dogs.

In my work as a personal injury solicitor I have acted for clients who have been bitten by dogs and suffered injuries as a result. One of the difficulties in bringing these claims can be identifying the owner of the dog, and so this proposal will assist with that.

I note that coincidentally there is a report today of a lady who was bitten by a dog whilst delivering leaflets and suffered permanent facial scarring as a result. She was awarded £7250 for her injuries.
