The BBC reports that campaigners are calling for an independent inquiry into allegations of child abuse that took place in care homes in Islington, north London, more than 20 years ago.

There have been a number of allegations arising out of children’s homes in the London Borough of Islington. Earlier this year, Margaret Hodge, the Labour MP and former children’s minister admitted to “shameful naivety” in ignoring the pleas of victims who were abused in children’s homes within the borough.

In 1995 an investigation into Islington’s children’s home was carried out by the head of Oxfordshire Social Services, Ian White. This concluded that there was no evidence of a network of paedophiles but it heavily criticised Islington’s processes for investigating child abuse. It also described a culture that appeared to tolerate relationships between care staff and teenage boys, as well as blocking the investigation of people from gay or ethnic backgrounds.

Allegations of child abuse are frequently characterised by their historical nature, that is to say that they commonly surface many years after the event. At the same time, child protection is very rarely a political issue and few politicians understand its importance. Children cannot vote, and consequently they often appear at the bottom of the list of political priorities.
